If his use doesn't qualify for their free personal edition, then that will cost at least US$995. My CMPro cms is US$350. One of my customers is a private dormitory at UC Berkeley, where the residents each get their own web pages, can pay their rent online using a form generated by the auto-form generator and a bunch of other stuff. Add in an inexpensive forum and you're up and running for a lot less.
