You can get around the issue by using : document.location.href='[url]';
there are also several wordarounds using WDDX to setting a cookie before a
cflocation.

Yes, the CFCOOKIE tag is all you need to set a cookie. If you're using
CF 5 or earlier, make sure you don't use it in the same page as
CFLOCATION, or the cookie won't be set.
