Then we've come full circle.  I thought this was the case as well, but after
reading through Microsoft's licensing papers (many, many papers and FAQs) it's
very plain:

You _cannot_ license Microsoft software for third-party hosting just by
purchasing the software with a standard retail license.  It's not permitted in
the license.  You can only license software for third-party hosting (including
the OS itself) through the SPLA and you must be a certified Microsoft partner
to do so.
