If you are looking for a low budget solution and want to stick with a name that has a lot of clout in this arena try Adaptive Server Studio from iAnywhere Solutions (a Sybase company), in my impression it is really a lite version of ASE from Sybase. It has alot of easy to use tools and supports all of what you are looking for (Triggers, SP's, Views etc). Check it out http://www.ianywhere.com
