Not quite the same thing, but VoiceXML can handle the whole telephony side of things. Downside is that you need a VoiceXML server. Upside is that you just dynamically generate a CFML page of XML and you're set.

I've used Voxeo as an outsourced VoiceXML (as well as their proprietary CallXML) provider with pretty good results. Only really financially feasible if you're doing a few hundred calls or more/month. But once you've started with VoiceXML, you'll find lots of other places to use it :)
