Using inline instead of attachment doesn't force the download. It can open pdf's, word excel, ... in the browser if you have IE and office (not always, but in some configurations).

I've always used this style:
<CFHEADER NAME="Content-Disposition" VALUE="inline; filename=foo.txt">
<CFCONTENT TYPE="application/unknown" FILE="c:\foo.txt">
