I had this issue installing the Beta on a win2k pro machine even with a 256 color graphics card. In my case the issue turned out to be related to a previous JRun installation. Not sure if that applies to your situation, but what I had to do was uninstall JRun, then edit my registry to get rid of any and all references to JRun (apparently the uninstall of JRun didn't do this completely ...), reboot, and then the CFMX install went fine.
Again, not sure if that will help you in your situation but since the behavior I saw was the same I thought I'd at least mention it.
