Seems to me the problem here is getting into the box, and the mouse driver 
has screwed up the keyboard driver too.

4 suggestions:-

1.      Start NT in VGA mode.  Sometimes this loads a minimal driver set 
which *might* help,

2.      Get a copy of NTFSDOS from www.winternals.com.  This allows you to 
boot from a floppy and mount the NTFS volume from DOS.  Once in, you can 
try to hack-out the mouse driver - find the driver files that the mouse 
wants and rename them so they fail - this should stop them loading and 
killing the keyboard.  This software costs money, but it's saved my ass 
tons of times and it's a must-have.  One tip with this: there's a switch to 
increase available memory (can't remember what it is) but you MUST use it 
to be able to successfully copy/rename/delete files).

3.      Do a parallel install of NT to the box, boot from that and resolve 
the problem on the original install in the same way as described in 2 
above.  Then boot to the original NT and remove the parallel one.

4.      Do you have other machines on the same network??  Are they in the 
same domain/trust relationship??  If so, boot the bad machine and then 
hack-out the driver for the mouse from another host.  Cripple it, then 
restart the bad machine.  With luck you'll get keyboard access.
