This would not happen with a fully ACID compliant database. Not the hack that MySql has done to make this happen. I am not saying MySql doesn't have its place with the database market, just that I would never use it for data that was important to a buisness. the D in ACID is for durability. which guarantess that if anything happens irregardless of misconfigured systems and bad behaving OS'es that the database will keep track of the current state. I do not think this is FUD by anymeans. I do not think that LiveJournal nor Wikipedia can say that their databases where left in consistent states on restart.
