Sounds like you're talking about SQL Profiler.

You can set up a trace of the activity on a certain database and then it
was analyze the trace to tell you what can be optimized.  You need to
put some thought into trace though to get an active representation of
usage on the DB your analyzing.  Check out BOL read more about how it
works.

I heard something about a MS-SQL Server tuning tool that monitors the
activity on a database and then suggests what indexes on the tables
might improve performance.

Am I hallucinating or is such a thing available?
