Heck, I've met pretty decent developers who have only a marginal understanding of web servers.
I don't think it is unreasonable to expect that many designers have little to no practical knowledge of web servers either. Having done a website doesn't necessarily expose you to web server technology (you can view an html+css+images+js website on your local hard drive without ever using a webserver...). I don't think there's anything derogatory about describing something as being typically out of a professional's area of expertise. As a graphic designer, I know plenty of other designers and almost all of them have done web sites for people. Some use just wysiwyg tools and others have become accomplished coders.
