In my case it would be more like this:

1) Preheat oven to 375
2) Mix 1tbsp garlic poweder, 1/2 tsp cayenne pepper, 1/2 tbsp onion salt,
oregano, salt, fresh ground black pepper to combine.
3) Saute shallots and minced garlic in butter
4) Cover bottom of 9x13 baking pan with frozen tater tots.
5) Layer shallots and garlic over tater tots, along with a liberal
sprinkling of the garlic powder mixture.
6) Cover with gruyere cheese and bake for 30 minutes or until cheese is
golden brown and bubbly on top.
