You need a video capture card on your PC.
If you want really good quality I recommend the Videom or Osprey.
Cheap USB video capture devices don't give very good quality, and the two I mentioned 
are not that expensive.

You play the tape on a high quality VCR and plug the VCR into the video capture card.
You run the video software on the PC and it takes the video straight off the video 
capture card.
