Your table code will cause Netscape not to display the table.  Your final
<tr> has only one <td> - make it colspan="2" - and you don't have a closing
</table> tag.  That last one will kill tables in Netscape every time.  BTW,
it has nothing to do with <cfform> because the browser has no clue that you
are using ColdFusion.
