Thanks for the suggestions, Ian. There should be an abundance of horizontal space in the iframe, but I was thinking the same thing you said, so as a test earlier I put the content in a div with a width of 95% and there was no change in the behavior. :(

The most likely the issue is that when the vertical scroll bar appears it squeezes the horizontal space of the content inside the frame, thus forcing the horizontal scroll bar to accommodate the content squeezed by the space for the vertical scroll control.
