Check out ISAPI_REWRITE
This is the IIS equivilent of MOD_rewrite

If your looking for something FREE and simple and you only have basic
requirements, try urlreplacer.

Good point, Teddy.  There are several third-party ISAPI filters that offer
similar functionality, but IIS has no native offering that I'm aware of.
Likewise, the third party apps typically offer a subset (and often different
subsets) of what mod_rewrite offers so I can't be sure this will work in the
same - or even in an analogous - manner in an IIS environment.
