It's my understanding that it applies to physical processors, period - hosting or no hosting. Your guest OS is not going to be the limiting factor, here. It will be CF, and the amount of memory you want to allocate to that. For my Windows VMs used in development, I often allocate as little as 384MB per VM, to run a web server and CF.
