As far as cropping, resizing, rotating and such, they have the same features. Image flare is pretty darn easy to use, although it has it's own language and syntax you have to get used to...
They both can also put text on the image, but ImageFlare BLOWS IT AWAY. We use it at work in our CMS to generate high quality nav elements dynamically and they look like they are right out of Photoshop. Now, you will have to build your own tools for managing how people resize, crop and rotate images.
