Mylar (now called Mylyn) is amazing. The webinar linked at the top of this page: http://www.eclipse.org/mylyn/start.php, is worth spending the time to watch if you want to "get" it fairly quickly. Yes, it'a an hour long, but about 5-10 minutes into watching, the lightbulb will go off, and you'll be downloading it in the background while you watch the rest.
