You get unlimited VPS per licence for Enterprise (i.e. Enterprise is only licenced per 2 x Physical CPUs) as per section 3.1 of the EULA. Standard, however, is very different as per 1.10 a):

So, say I have a 2 CPU box with 5 VMs on it. That's 12 CPUs to licence (six copies of Standard). Enterprise pricing doesn't look so bad now, huh?
