At least partially. After getting appropriate approval from the powers-that-be I upgraded the ColdFusion server from 8.0.0 to 8.0.1. This seems to have solved the threads never closing problem even though I saw nothing about threads in the Updater documentation.
This process still fills the memory and brings the server to its knees when it is run with a full load of ~1300 reports.
