It looks like you need to find out what your server is doing during those 10 minutes. I would recommend installing SeeFusion or Fusion-Reactor and start looking at the stack trace while it is processing. If there is no CPU usage, it might be getting hung on an image, query, or basically any code that requires blocking for an external resource.
