I would agree with that. Saying "other people who bought this also bought these other items" and then displaying items not based on purchase data is misleading at best. If you don't have the data to do that feature, then don't do it. Instead, do a "related items" or "we think you might also like..." type of box and use keyword matching or click tracking analysis to determine which products are related automatically. I would highly recommend the book "Programming Collective Intelligence" from O'Reilly if you're interested in this sort of thing. It explains all of the math and theories behind these types of features (and a lot more).
