For ColdFusion 8 this is true - Standard version is 32bit only Enterprise is 
64bit

ColdFusion 9 all versions are 64 bit.

As far as installing CF8 Standard on a 64bit Win Server - I am not sure. Never 
tried that, but I would suspect that you would have to run the 32bit JVM and 
run everything in compatibility mode.

Max RAM restrictions is not a ColdFusion limit. It's a limit if the 32bit 
architecture. On Windows you may only get 1.2 to 1.5Gb JVM heap max to work 
effectively.  With the 64bit JVM the restrictions are off the charts.
