A primary question to answer is whether you need the business intelligence tools that are part of the SQL Server platform, notably SSIS, which is not available in the Web edition. I use SSIS and SSRS extensively, so I have to use at least the Standard edition. You can always start with a cheap version and switch to the more expensive version later on, unless there is a feature of the Standard version that you know is essential, such as the disaster recovery features that only exist in the more expensive versions.
