I'm actually surprised it's as high as it is given their methodology. They claim to look at the top one million (or thereabouts) websites as ranked by Alexa. These are going to be popular, public, relatively high-traffic sites which is not ColdFusion's bread and butter. ColdFusion has a huge market "behind the firewall" in corporate and government intranets and other places that these kinds of surveys can't report on. PHP will usually dominate these kinds of surveys because of popular open source tools that can be deployed by less technical users, such as forums, content management systems, and blogging tools such as WordPress. Contrary to reports like this, ColdFusion is alive and well in the enterprise.
