That is only useful for very specific, limited sorts of things. You can't carry on a conversation with a remote server using a spoofed IP address, because the server would have no way to respond. If you're concerned about blocking spam email, for example, you don't have to worry about people sending email through a spoofed IP address, because SMTP is a TCP application, and TCP requires sequence numbers.
