cf_autoresize in the Developer's Gallery will do what you want. It allows
you to set the max width of the uploaded image as well as the prefix and max
width of the thumbnail. It then creates both on the fly as the file is
uploaded and if the uploaded file is below the max it leaves it alone. I
have been using it with good results
