I tried the sample and used a few variations:
<CF_UPSPrice SERVICE="1DA" FROM="11213" TO="90046" WEIGHT="1.5">
<CFOUTPUT>Cost is #DollarFormat(UPS_Charge)#

</CFOUTPUT>
and the return is
Cost is $0.00 No
