NET is the MS framework that exchanges information using SOAP, UDDI, and WSDL. It's built into the ASP.NET system as well as all the new MS languages (C#, VisualBasic.NET, C++, etc...). It's completely XML based and as such, can interface with any system that supports the above standards regardless of the language used to create the system.
I'm assuming that the next version of CF will be able to interact with .NET web services.
