I used NetWhistle, until they cranked up their rates to the moon for the 5-minute intervals I wanted.
So I wrote my own in CF. Currently I use it to check a page for some query output (another poster described an easy way to do this) via a straight http and then an https connection. Then I have it check my smtp connection, followed by a POP3 test and a test of my webmail service. All at 5 minute intervals. The thing is pretty configurable so you can do just about anything you want. Sends an email to my cell upon failure. Keeps a log that saves only X days worth of data, lots of other stuff.
