Chris, I think you're looking at the wrong screen, mate. Are you expecting that to look like those in figures 2.1 and 5.1 in the User Guide? They are what it seems you're expecting, showing creation of an Eclipse debug configuration. The steps to get to that screen is in section 5 of the manual.
You say you are configuring "as per the manual". What you see is from using Window>Preferences, which is discussed only in section 7 on setting up the license.
