It is on the fly, it's just at the top of your function.

Pardon me if this seems elementary, but I was thinking I could
define/initialize AND set the value of each local variable on the fly.
Much like you could do with:

<cfset var anyNewVariable = "blah">

Evidently that's not the case, or am I just being slow today?
