We encountered this late last year. Had debugging turned on on a production
server, but just for our IP, while we worked through an issue. Resolved the
issue, but the server kept crashing every hour or so. 

Apparently, having debugging turned on significantly negatively impacts
performance even when the visitor is not in the debugging IP list. In short,
using the debugging IP addresses feature is not a good idea on a production
server.
