well we've got a municipal check-writing/invoicing app that works plenty fine w/thai using unicode. and i just tested w/arabic here (i uploaded the result to http://www.sustainablegis.com/unicode/testArabic.pdf), which seems to work ok.

what font are you using? what PDF encoding (F8 for preferences)? got all the report builder upgrades?
