This seems more like a documentation issue. We have some automation for generating documentation for warning flags (see ClangDiagnosticsEmitter.cpp), and it looks like there may be a way to have the diagnostic itself provide the documentation so that it appears in https://clang.llvm.org/docs/DiagnosticsReference.html automatically. To me, that would be the best place for this documentation to live, but I have no idea if there's further work needed to support that.
