If I recall correctly we found no software in the RedHat collection actually using those control characters :-/ My understanding is that we are inline with the document you mention, except the fact that 1. We don't allow LRM character in plain text and 2. we do not check if a string / comment sequence ends in RTL state, but that actually requires another algorithm :-/
