[PATCH] D129799: [clang-tidy] Add CLANG_MAKE_CONFUSABLE_TABLE cmake cache variable to avoid building when cross compiling

This is similar to the LLVM_TABLEGEN, CLANG_TABLEGEN and
CLANG_PSEUDO_GEN variables.
