aeubanks added a comment. merging doesn't have to be done at link time, the optimizer can also do it. so I'd rule out any names with `icf` since that's specifically the name of a linker feature
`no_unique_address` popped into my mind but that's already taken :). that's exactly what this is though. maybe `no_unique_identity`?
