 This change implements: #70072

- `hlsl_intrinsics.h` - add the `exp` api
- `DXIL.td` - add the llvm intrinsic to DXIL opcode lowering mapping.
- This change reuses llvm's existing intrinsic `__builtin_elementwise_exp` \ 
`int_exp`
