Clang doesn't resolve defaultedness for dependent arguments either. As a 
consequence, when a template parameter has a dependent default argument then 
its `DW_TAG_template_value_parameter` won't have a `DW_AT_default_value`. So I 
don't think we need to handle this if it's going to be hard to do. Can we just 
arrange for the parameter to be emitted as a non-defaulted 
`DW_TAG_template_value_parameter`?
