This seems like a situation where it makes more sense to not emit the 
diagnostic or the fix-it, right? The chances of this function being a format 
function in practice are pretty small because the format specifiers mean 
different things. e.g., `%d` is a specifier for an `int` for `printf` but `int 
*` for `scanf`.
