This patch introduces a new clang-tidy check in the readability module that 
enforces consistent placement of constant operands in binary comparison 
expressions.

**Motivation:**
Many codebases prefer a consistent order such as `if (x == 0)` instead of `if 
(0 == x)`. The rule improves readability and avoids “Yoda conditions.”
Historically, some codebases preferred constants on the left to prevent 
accidental assignment (`=` instead of `==`). This check supports both styles.

**Behavior:**
The check detects when exactly one operand of a binary comparison is a constant 
and verifies whether it’s on the preferred side.

- Issues a warning if the constant is on the wrong side.
- Provides Fix-It hints for simple cases (no macros, no side effects).

**Configurable Options:**

- "`PreferredConstantSide` (default = `"Right"`, also supports `"Left"`)"
- `BinaryOperators` (default = "`==,!=,&lt;,&lt;=,&gt;,&gt;=`")

Examples:
