I changed selector formation to use an APINotes-specific `PrintingPolicy` built
from `LangOptions` instead of the mutable `ASTContext` printing policy, and
pinned the selector-relevant formatting knobs.
If that sounds reasonable, I’d handle string normalization in a follow-up PR.
