This PR implement [P2843R3 - Preprocessing is never 
undefined](https://wg21.link/P2843) `define`/`undef` keyword part.

The two major changes in this patch:

- Error-by-default warning for `#define` keyword.
- Pedantic warning for `#undef` keyword.
