Fixed: the runtime-length path now selects `(mode == InitLocalKind::Zero) ? 0 :
hexByte` instead of unconditionally using `hexByte`, and `test_charN` and
`test_char2_runtime` ZERO checks now require `arith.constant 0 : i8` to pin the
fill value.
