For the Notes page, could be anyone who wants to write wiki notes 
related to the project, which would include people who are active on the 
lists but not necessarily code developers.

For the Teams page, I think we should at least list everyone with an 
active formal role on the project (as coders or otherwise). In 
particular we should add the user advisory group members.
