publish to Chandler Hub, respects the read-only approach to webcal in Cosmo. 

Whilst it may be possible to publish an iCalendar file to Cosmo, ignoring
the read-only approach, I'm fairly sure that it's not recommended.

alone is hopefully superseded by
<http://chandlerproject.org/Projects/CosmoWithLightning> covering both
Lightning and Sunbird. Respecting the read-only approach to webcal in Cosmo,
I have excluded the iCalendar publication routine, but it's there in history
if anyone wants it (head of
<http://chandlerproject.org/Projects/CosmoWithLightning?rev=9> or foot of
<http://chandlerproject.org/Projects/CosmoWithLightning?rev=11>).
