I would try to simplify the test first.

I would execute first in the script :

cd "$PBS_O_WORKDIR"

So it goes to the dir from where you have requested the qsub.

And have the PBS script and the chapel program in the same directory, so you 
would do:

qsub chapel_test.pbs

>From the same directory that contains paratest.server

Also in some systems home is not accesible from the compute nodes,  so, if 
that is your case, you cannot write or read  to/from your home fs in the 
compute nodes.

And you should check what ccmlogin does, as it perhaps moves your working 
directory, if it is like ssh, it will left you at home in the new computer, 
after it you should move to the right place...
