Content-Transfer-Encoding: base64

with no version which was un encoded. i suppose we could hope that
some vendor would win out and we could accept their methods. But it
might be at the expense of giving up on text-only portability. A
portability that is amongst other attributes fundamental to the Unix
conception. Maybe though ascii could profitably be extended to utf-8?
